Nomminally, the Trump's A.I. Action plan is in favor of internatinal law and cooperation. I'm looking forward to re-reading the proposal, reading more comments and looking at the A.I. Action Plan in more detail. We need to think about our context. Neither Reagan nor Obama is in the White House.

In our actual context, I expect foundation models built under the A.I. Action Plan will need to make sure they train on data

--showing the global temperatures are not rising

--honoring masked thugs sweeping all manner of people off the streets as heros

--showing Obama engaged in an attempted coup. The videos are being manufactured this week.

in order to prove the researchers are "...free of “ideological bias.”'

Let's mentally roll back the clock to the time when seriously hostile countries like the US, USSR, France and China choose to organize a ban on nuclear testing to take the edge off the hostilities. Does any one believe we would have been better off if the U.S. had said:

"Forget negotiations. Forget the ban. We can develop stricter safety measures for the production of our nuclear weapons. We can find private funding to make sure dozens of universities have access to Los Alamos level resources. Our weapons will be produced with the best quality control in the world. The resulting soft power will usher in a golden age."

In this situation, people who want AI (and science/medicine in general) developed and broadly deployed need to hang together. AI cannot be the only science that gets funding. Negotiations with China, Europe, the rest of the Global South will be tough. I fear this direction will bury pre-Trump American values; leave most of science unfunded; and accelerate an ideological purge of research in the US. Scientists and researchers need to hang together both within the US and across borders. The UN would be a challenging, but rewarding place for contention.
